The overall purpose of the Protection Officer – Community Services position is to provide support in strengthening the quality of protection outcomes by catalyzing community actions around the PSNs and promote community-based protection of persons of concerns through strengthening and working with community-based structures, providing direct support to PSNs, and drawing from synergy with the larger community protection components.


Requirements

  • The applicant must hold a University degree in social sciences, social works and social administration, development studies, guidance and counselling or any relevant fields.
  • Minimum of three (3) years’ experience working with vulnerable communities, basic needs and protection programming experience, and/or advocacy programs.
  • Professional training in Community Based Protection Services.
  • Experience in protection interventions in line with Refugees operation with wide Child Protection.
  • Experience of working with UN or Non‐Governmental organizations.
  • Proficiency in English (written and spoken) is essential.
  • Good communication skills and ability to conduct training and awareness.
  • Good self-organization and basic management skills.
  • Computer skills (Word, Excel, Power Point)
  • Familiarity with Monitoring & Evaluation for UN-funded projects desired.

Project development, implementation and reporting

  • Ensure the proper implementation and reporting of the community-based protection activities and ensure that all activities are carried out and reported in an effective, efficient and transparent matter.
  • Ensure effective community and stakeholder coordination in the implementation of community-based protection activities by adoption of transparency and participatory approaches, in the communities
  • Identify gaps in terms of protection and community services and generate ideas to address them with strong impact for the beneficiaries.
  • Participate in PSN profiling and ongoing risks analysis in order to design adequate responses especially for cash intervention.
  • Ensure quality data collection, analysis and storage in line with the protection information management principles.
  • Ensure daily implementation of community-based protection sub sector activities as planned
  • Participate in CRI working group and local distribution meetings
  • Provide daily, weekly and monthly distribution reports in accordance with the reporting requirements
  • Ensure a daily monitoring of protection trend in the settlement.
  • Work in close collaboration with the reception center focal persons and other relevant settlement stakeholders such as OPM, RWC to ensure community support and collaboration in the provision of emergency relief to new arrivals, refugees and other protection cases.
  • With support of the Protection Team Leader, prepare CRI requests and oversee NFI and CRI distribution in area of operation Provide technical and programmatic leadership for the Distribution Volunteers within the operational area
  • Make sure that all community services projects adhere to the standards and or principles of the respective thematic areas as well as DRC guidelines and accountability standards. Actively take part in the protection activity planning, implementation and reporting with keen consideration for community services budget planning and management, executing the procurement and implementation plans.
  • Proactively contribute to quality and timely implementation of community-based protection sub sector activities as planned.
  • Strengthen capacities of the community-based structures, leading and undertaking trainings, mentorship and reflective sessions with the structures such as the RWC, CDW, HDW.
  • Facilitate operation of the protection help desks registering complaints and providing timely and appropriate response to persons of concern registering concerns.
  • Strengthen linkages between members of the community, partners and different services providers, breaking barriers to access to services by persons of action.
  • Ensure mobilization and creation of protection information in the community so that persons of concern and communities are well-informed and are in position to take precautionary actions against protection risks and make informed decisions.
  • Contribute in drafting weekly, monthly, quarterly, annual and other reports.
  • Spontaneously draft and share flash reports on major protection incidents and risks

Coordination and representation

  • Develop relationships with a range of key stakeholders, Local Government and other stakeholders on the community services thematic areas at the field level in close liaison with the Protection Team Leader.
  • Representation of DRC and actively participate in the local community services working groups and any other meeting as requested.
  • Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, community services gap analysis, advocacy.
  • Work closely with the other program components i.e. the child protection, GBV and livelihoods of DRC and other partners to strengthen referrals to maximize program output and impact.

Staff development and management

  • Provide technical and programmatic leadership for the Protection Assistant – Community Services staff Help Desk Workers and Community Development Workers and other Community-Based Structures within the operational area.
  • Develop staff performance measurement and targets and appraise them based on the set targets.
  • Conduct daily field supervisions to support staff and Community based Workers by providing mentorship – through technical back stopping and to train duty bearers.
  • Uphold DRC’s code of conduct and principles on accountability.

Support management team to:

  • Follow up all DRC Procedures for Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of conduct and principles of accountability.
  • Any other tasks as may be assigned from time to time.

Monitoring and Evaluation

  • Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions.
  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
  • Assist in participatory needs/vulnerability and capacity assessments of affected communities
  • Participate in project evaluations and assist in the analysis of results.

  • On request perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.
